HK Construction AI Documents: BIM Mandate Roadmap

Under the BIM mandate roadmap, document structure decides where AI automation is feasible and where human review stays

Document digitisation in Hong Kong's construction industry is in a policy-led transition. Development Bureau Technical Circular (Works) No. 1/2025 took effect in January 2025, requiring BIM models to form part of tender documents with contractual force. The target for making BIM submission of plans mandatory across private developments is set at 2029. Against this background, the feasibility of AI document management tools varies significantly by document type.

Document Types and Automation Tiers

Hong Kong construction documents fall into three tiers by degree of structure, with automation feasibility running from high to low:

Structured BIM-format documents (building plans, standardised acceptance reports) offer the highest automation feasibility. The Buildings Department has developed its own automated checking tool for BIM-format digital plans, and won the Best Innovation award at BIM Automation Arena 2025. Documents with fixed fields and standard formats are today's most mature AI application scenario. BIM Structure Tool Phase 2 was launched in December 2025, supporting compatibility checks between BIM models and structural analysis models.

Semi-structured documents (construction drawings, specifications, site work logs) contain a framework structure but a large amount of free text. AI can assist with information extraction and issue flagging, but human review is required, especially for specifications that mix Chinese and English and for site records with handwritten notes.

Unstructured documents (RFIs, email correspondence with contractors, site photos) are currently used mainly for information search and classification, with the lowest feasibility for fully automated processing.

The Largest Industry Implementations

The Housing Authority has used BIM since 2005 and now deploys the HA-PIMAP platform across all new public housing developments, combining AI and digital technology to reshape project management. The Construction Industry Council (CIC) BIM resource platform integrates AI tools that can instantly extract cited answers from more than 3,000 safety documents, for use by site personnel.

Responsibility

The Authorised Person (AP) bears full legal responsibility for all documents submitted to the Buildings Department, and AI-assisted document review does not transfer this responsibility. AI can flag potential issues, but the human check that judges final correctness cannot be omitted.

Accuracy with Mixed Chinese and English

Hong Kong construction documents commonly combine English specifications with Chinese annotations. No public AI accuracy data currently exists for this format, but mixed languages combined with handwritten notes are a known high-difficulty pairing for OCR systems, so production deployments should set a higher human re-check ratio for such documents.

Summary

The BIM mandate roadmap will significantly raise the share of structured digital documents, laying the foundation for broader AI automation later. The sensible entry points at this stage are automated checking of BIM-format documents and assisted information extraction from semi-structured documents, with clear human review points retained in both.
